Reference and scenario
Procurement process: reference model and scenario lenses
A compact workshop sheet for separating a process sequence from the choices made for a particular operating model.
This is a conceptual procurement operating model. Capability descriptions and scores are illustrative target-state assumptions, not claims about current product availability, legal compliance or a measured organisation.
Reference model
The sequence names seven handoffs. It does not prescribe a system, automation level or control design.
- Needs Definition
- Supplier Selection
- Order
- Goods Receipt
- Invoicing
- Matching
- Payment
Illustrative target-state scenario
Use the comparison as an agenda for validation, not as a product or compliance statement.
| Lens | Reference model | Illustrative target-state scenario |
|---|---|---|
| Decision boundary | Named process stage and ownership question | Decision rights, exceptions and escalation to define |
| Control boundary | Inputs and handoffs to define | Data, automation, control and evidence choices |
Model boundaries
- People and decision rights remain explicit.
- Data, automation and controls are implementation choices.
- Legal applicability and evidence requirements require separate validation.
